Type-lower one client-neutral native model draft.

Native declarations skip parsing but still go through name, dimension, activation, expression-DAG, and transaction lowering. Diagnostics identify them by stable declaration paths instead of synthetic source ranges.

Errors

Returns graph-path diagnostics for invalid native declarations. No partial transaction is returned.
