The backend borrows one application-owned execution group exclusively for
its complete lifetime. Each assemble call is one serialized collective
stream; ownership, route admission, canonical folding, shard validation,
and reconstruction remain owned by eqiora-spatial-distribution.

Collectively bind an exact distributed mesh layout to an MPI group.
Every rank must call this constructor in the same collective order. A layout mismatch, including a foreign mesh revision on one rank, is rejected on every rank before an assembly operation can begin.

Returns EQ0806 on every rank for a communicator/layout shape or
identity disagreement.
