Description

Decoded-work and input-size policy applied by the owned bounded decoder.

Every declared loop is charged to one of these semantic count budgets. Binary counts must also fit the minimum records encodable in the remaining input. Aggregate decoded-byte and work budgets conservatively cover structural indexes, decoded coordinates and connectivity, lookup state, canonical output, and simplex topology closure; declaration-sized importer storage also uses fallible reservation. The byte budget is a deterministic logical account, not a promise of exact allocator RSS.
