Bounded author inputs admitted before compiler-derived package semantics exist.
This is an in-memory construction boundary, not a durable artifact or an alternative source-bundle identity. It guarantees exact manifest/file inventory, canonical ordering, UTF-8 model sources, and aggregate resource limits so compiler composition never starts from an unchecked byte bag.
